Citizen Muhammad Ali Muhammad Al-Halmi submitted an official complaint to the Director of Security of the capital, Aden, Major General Mutahar Al-Shuaibi, stating that he was subjected to assault and intimidation by military personnel this Sunday morning, in front of the German Hospital of Aden, located next to the Second District Electricity Administration.

In the details of the incident, Al-Halmi explained that he was sitting inside a car belonging to his brother, Minister Murad Al-Halmi, a member of the Presidency of the Southern Transitional Council, when he was surprised that the place was surrounded by two military crews equipped with heavy Dashka-type machine guns, and the weapons were directed at the car. In a way that caused fear and panic in the hearts of citizens and patients in the region.

Subject/ Complaint of assault by military personnel

Referring to the topic above, this morning, Sunday, at approximately eight o’clock, while I was in front of the Aden Lalmani Hospital, located next to the Second District Electricity Department, I was sitting in the car of my brother, Minister Murad Al-Halmi, a member of the Presidency of the Transitional Council, and my nephew was sitting next to me, and lo and behold, we We were surprised by two military vehicles with a Dishka machine gun and carrying personnel in military uniform. They surrounded the place and spread out in all directions. The Dishka was directed towards the car in a way that spread fear and panic among us, among the citizens passing by, and among the patients arriving at the hospital. Then a masked military man came down, covering his face with his scarf. He asked me: What do you have here, and the car belongs to those who I told them my family is with me in intensive care, and the car belongs to us, and I asked them: What is there? Is there a problem?

Their leader moved without responding to me and moved to a black FJ car approximately 20 meters away from my car and spoke to its driver. Then he returned directly to my car and searched the car and photographed it from the inside and outside and interrogated me while they searched the car in a provocative and barbaric manner.. I was given... The minister’s card for the Transitional Council for identification was taken by their leader with a mask on his face and sent via the WhatsApp application. I do not know to whom. After I repeated my question to him, what is the problem and why is the car being searched? His response was to me and nothing. I told him, “Okay, who are you following?” He answered me. We do not follow anyone!

Is there a law that allows this act, which is considered an assault on the freedom of the citizen and intimidating the street in this barbaric way?

Is there a law that protects the citizen and those responsible for these irresponsible actions, arrest, search, and intimidation without prior warning and without a judicial order? I do not know what the violation or argument is that allows them to direct the deshka in my direction and search me in this provocative way while I am standing in front of a hospital and without any reason or justification!< /p>

I am submitting this complaint to you to arrest the perpetrators and those behind them, hold them accountable, and refer them to the Public Prosecution to be tried in accordance with the provisions of the law.
