United Nations sources reported that the Sanctions Committee on Yemen will hold a meeting at the end of the week to discuss the final report of the expert group, in preparation for submitting it to the United Nations Security Council (UNSC), about two months before the end of the sanctions measures.
According to the United Nations website, the Committee Sanctions Regarding Yemen, known as the “2140 Committee”, will hold informal consultations next Thursday, corresponding to September 19, at 3 p.m. New York time (10 p.m. Yemen time), to discuss the final report of its group of international and regional experts, before officially submitting it. The committee is scheduled to present The final report to the UN Security Council no later than October 15, 2024, a month before the end of the sanctions regime on Yemen on November 15.
In mid-November 2023, the Security Council had adopted the resolution No. (2707), according to which the sanctions regime on Yemen was renewed for a period of 12 months ending on November 15, 2024, as well as extending the mandate of the Group of Experts for the same period of time ending on December 15, 2024.
The Sanctions Committee consists of All 15 members of the Security Council take its decisions by consensus. The Committee holds informal consultations from time to time to discuss the midterm and final reports of the group of experts and the recommendations submitted by them in this regard and submit them to the Security Council for approval and issuance as an official document, in addition to receiving requests regarding the inclusion of new names in the sanctions list or Delete and exempt names from the list.
The Committee also holds briefing sessions to listen to the UN mechanisms designated to monitor the implementation of the sanctions imposed on Yemen, such as the United Nations Verification and Inspection Mechanism (UNVIM), the United Nations Office for Project Services (UNOPS), and the Special Representative of the Secretary-General Concerned with children and armed conflict.
As for the Sanctions Committee’s expert group, it consists of five members appointed by the Secretary-General of the United Nations. Its mission is to assist the Committee in carrying out its tasks, and to provide it with periodic reports that include information related to the implementation of sanctions imposed by the Council in cases of Undermining the political process, and investigating violations and abuses of international law committed by all parties to the conflict in Yemen.
