The joint committee from the Ministries of Civil Service, Insurance, and Finance, in the capital, Aden, began practical steps and explicit procedures regarding dual employment in cases involving employees, retirees, and contractors, in accordance with its first announcement on September 15, 2024.

The Joint Committee’s announcement included Appendix No. 1 of guidance to the offices of the Ministry of Civil Service, employees included in cases of duplication and those arriving voluntarily, and working to complete the procedures for resignations.

The Ministry obligated its offices to strictly prohibit any procedures related to hiring on a substitute basis from any party, regardless of the reasons.

The joint committee confirmed that after ensuring the soundness of the procedures and through the competent parties in the two ministries, the allocations for dual cases will be made and the job grades that will be allocated to the approved jobs will be reserved according to needs, the differentiation system and each governorate’s share of jobs at the central and local levels.

The first announcement gave those subject to the double act thirty days to submit their resignations.
