The Houthis set impossible conditions for disbursing salaries

The Houthi militia issued a ministerial circular from the Ministry of Civil Service revealing impossible conditions for disbursing salaries and the entities to which the disbursement will be made, dropping the names of 250,000 employees to replace their members.
The circular of the so-called Minister of Civil Service and Administrative Development in Sanaa included conditions for disbursing the salaries that the government of the coup plotters is expected to disburse starting from January 2025.
In the circular directed by Minister Khaled Al-Hawali on December 30, 2024 to all public service units regarding the procedures and requirements for disbursing salaries from the exceptional mechanism account, the circular stressed all public service units and human resources and financial affairs officials to quickly link to the unified salary statement system. For entities that disburse their salaries from the general government account and are not affiliated with the Ministry, as this is the most important condition for disbursement.
The circular pointed out that no salary supplement will be issued to any entity or unit if it is not linked to the unified salary statement, based on Article (10) Paragraph (1) of the Exceptional Mechanism Law.
The circular emphasized cleaning the salary list of all interruptions, doubles, and other functional and administrative imbalances.
He noted the implementation of the unified human resources system with all its components, first and foremost the job discipline component, for the purpose of accurately evaluating achievement and job discipline.
He pointed to reviewing the reductions and deductions and inventorying and reviewing the unimplemented variables issued by fatwas or reinforcements prior and subsequent to the last disbursed salary, until November 2024 AD, and proving them via the electronic window within a maximum period of one week, so that the Ministry can review them and decide on them in coordination with the Ministry of Finance, provided that Those added are on top of their work.
The circular required all units of the public and mixed economic sector to continue to reflect and update job and financial data in the central database and the unified salary statement system database automatically via networking.
The circular revealed that salaries will be disbursed exclusively through CAC Bank or the mail, and that all imbalances will be corrected to ensure that state employees’ data is comprehensive and up-to-date, and that any cases of job duplication are ended.
