She stated, "The contractor started the water project from the Central Bank to Aqaba. He cut the asphalt a meter wide, 2000 meters long, and laid the pipes. The asphalt was not restored. Then he implemented the asphalt project on Luqman Street. He removed the old asphalt and replaced it with new, killing two birds with one stone, as he received it from the Foundation." Water: The value of re-asphalting a length of 500 meters is $50 per meter, for a total of $25,000, and I received the value of asphalting the entire street from the directorate without discount.”

Hariri described the amount of the water project as double corruption between the water director and the director of the directorate.
