Last year, the security services and the police of the liberated governorates seized 136 premeditated murders, and 429 attempted murders, which were prevented by various factors and reasons from being investigated, including premeditated murders beyond the control of the perpetrators.

The annual report issued by the Security and Police Sector and the Ministry of Interior indicated that the security services and police of the liberated governorates during the past year seized 136 premeditated murders out of 320 crimes of this type that occurred during the same period, while they seized 429 attempted murders. The perpetrators in the investigation of premeditated murder include factors beyond their control in achieving what is intended by the crime of complete premeditated murder, out of the 901 crimes recorded in this section, which amount to attempted murder.

The 320 premeditated murder crimes were distributed among the liberated governorates as follows: Taiz Governorate 70 premeditated murders, the temporary capital Aden 53 crimes, Abyan Governorate 53 crimes, Shabwa Governorate 50 crimes, Ma’rib Governorate 39 crimes, and Al Dhalea Governorate. 19 crimes, as well as 19 crimes in Hadramaut Al-Wadi and the Desert, 6 crimes in Al-Mahra Governorate, and 5 crimes in Hadramaut Al-Sahel Governorate, in addition to 3 crimes in Lahj Governorate and 3 crimes in Al-Hudaydah Governorate.

Annual reports issued by the security and police sector showed that 136 premeditated murder crimes were detected during the past year, distributed among the liberated governorates according to crime control operations as follows:

40 crimes were seized in Taiz Governorate, 25 crimes were seized in the capital, Aden, 18 crimes were discovered in Ma’rib Governorate, 17 were discovered in Abyan Governorate, 12 crimes were seized in Al-Dhale’e Governorate, 10 crimes were reported in Shabwa Governorate, and 5 crimes were reported in Hadhramaut Al-Wadi. While the seized crimes of attempted murder were distributed among the liberated governorates and according to the seizure operations, as follows: 162 crimes in Taiz Governorate, Al-Dhalea Governorate 72 crimes, the capital Aden 51 crimes, Ma’rib Governorate 41 crimes, Hadramaut Al-Sahel Governorate 30 crimes, and Shabwa Governorate 26 crimes.

The annual crime control reports attributed the causes of premeditated murder and attempted murder to weak religious, moral and cultural motives, personal disputes and vendettas, family disputes, land and real estate disputes, with the spread of weapons, in addition to other social and economic causes and factors, with the weak performance of deterrence devices.
