A government decision to form a tender committee to purchase fuel for power generation plants

Today, Prime Minister Dr. Ahmed Awad bin Mubarak issued a decision to form a tender committee for purchasing fuel for power generation plants, and to determine its tasks.
Prime Minister’s Decision No. 20 of 2024 confirmed the formation of a tender committee for purchasing fuel for power generation plants, headed by the Ministry of Finance and membership of relevant ministries and authorities.
The committee undertakes a number of tasks, most notably receiving the fuel needs of electricity generation stations, submitted by the Ministry of Electricity and Energy (General Electricity Corporation) and the Fuel Supervision and Control Committee based on the consumption rate for each station and the type of fuel required and including them within the committee’s plan, and preparing specifications. And the conditions for the fuel purchase process and determining the quantities required to be announced.
The committee is also responsible for approving tender documents according to the technical specifications approved by (Aden Refineries Company), issuing approval for them before launching the tender, approving the final version of the contract, and announcing the purchase of fuel for power generation plants in accordance with the Law of Tenders, Auctions and Government Stores No. (23) of 2007 AD. And giving a limited period to award the bid to one of the applicants who meet the tender conditions, provided that the announcement includes: (the date of opening the envelopes, the quantities of fuel required, and the specifications).
The formed committee is also responsible for opening the envelopes, provided that they take place at the specified place and time, in the presence of all applicants, and awarding the tender to the best offers. The committee records its decisions in official records and informs the relevant authorities of them in writing and publishes them, in addition to following up on the implementation of purchasing operations and supervising them. And follow up on its arrival at power generation stations in a timely manner.
The decision stipulates that the committee shall submit periodic reports on the results of its work to the Prime Minister.
The decision authorized the committee to seek assistance from whomever it deems experienced and specialized, enabling it to perform its duties.
