The General Authority for Insurance and Pensions issues an important clarification regarding the salaries of civilian retirees

The General Authority for Insurance and Pensions in Aden issued, today, Wednesday, an important clarification regarding the decision to transfer the salaries of civilian retirees from post offices to commercial banks.

Explanatory statement
In view of what some social media sites reported regarding the decision to transfer pensions of civilian retirees from post offices to commercial banks, and what the right of reply dictates to us, our leadership of the Ministry of Civil Service and Insurance, as well as the leadership of the General Authority for Insurance and Pensions, has undertaken its moral and legal role regarding this.
Where disbursement was through the mail during the previous period in accordance with the agreement signed with them and with the support of the Authority, and despite the many obstacles faced, an opportunity was given to the mail by establishing a main center for the Postal Authority in the capital, Aden, since the decision to transfer the office center of ministries, bodies and government institutions from Sana’a. To the capital, Aden, but this decision was not taken as a result of their automatic central connection to their main center, Sana’a, which is controlled by the Houthi coup militias.
As a result, we suffered from many imbalances as a result of the Post Office not carrying out its duties properly because there was no main postal center to communicate with to correct these imbalances, as some of these imbalances were as follows.
1) Failure to comply with the Authority’s instructions regarding the procedures for disbursing the retirement pension in accordance with the agreement signed with it, as this resulted in the disbursement of sums without right as a result of the deterioration of their postal financial services.
2) Exploiting the segment of retirees by some merchants by giving them consumer goods at an unfair interest rate after the pension card is illegally withdrawn from them, unfortunately in coordination with some postal employees.
3) Refusal to disburse mail from any postal point at the governorate level in accordance with the agreement signed with the Berri, where disbursement to the retiree is denied except through his governorate.
4) The Post Office does not commit to returning pension returns promptly, according to the agreement signed with them as a result of their connection to their main center, Sana’a, and as we previously explained.
5) Exhausting retirees and their family dependents with long, early morning queues in front of post offices as a result of the scarcity of liquidity, despite the fact that the Authority is strengthening the Authority on a regular, monthly basis.
Accordingly, and from all of the above, the leadership of the Ministry and the Authority, after the approval of the Board of Directors of the Authority’s Retirement Fund, decided to take this decision in order to address these imbalances by disbursing pensions through commercial banks in the public interest of the Authority and the interest of retirees.
