Electronic blackmail is characterized as a new phenomenon, and its negative impact only became evident with the emergence and spread of modern means of communication, which produced negative effects on Yemeni society in general, and women in particular.
With the presence of the modern technological revolution and the spread of electronic crimes that accompanied it, women were the most affected, especially in light of the confused situation of the state, and the accompanying legal deficiencies and economic weakness, as well as the inadequate societal view towards women, which... Women have been transformed from victims into perpetrators, as women are blamed and accused of insulting the family’s honor, they are viewed as a disgrace, crimes are committed against them in the name of honor, they are vulnerable to family disintegration, an increase in divorce cases, and suicide, and those who are in The majority are victims of such crimes. Therefore, it is necessary to search for effective and effective solutions that help combat and reduce this phenomenon.
From this, we in the Noon Feminist Bloc, and as a founding member of it, took a serious stand against this phenomenon, and we worked to prepare the electronic blackmail office in the Office of the Attorney General in partnership with the Pass Salam Foundation for Sustainable Communities and follow up on the issuance of a decision by the Attorney General to establish it. . In addition to raising multi-faceted community awareness of the seriousness of this phenomenon.
But.. the question and research remains about the existence of deterrent legal texts for this crime, and the law specifically for combating cybercrimes, as there is an urgent and necessary need for the existence of a special law for combating cybercrimes, and filling the gap of legislative deficiency, because the existing legal texts do not It provides a deterrent punishment that is proportionate to the extent of the great and terrifying technological development in how such sophisticated and increasing crimes are carried out.
Therefore, what we hope from the House of Representatives, once it begins its work after the blessed Eid al-Fitr, is to quickly work on issuing legislation to combat cybercrimes. If not, we hope that the Chairman of the Presidential Leadership Council will use his constitutional powers and issue a presidential decree for a law to combat cybercrimes. It is like many applicable laws that were issued by presidential decree.
