A European document revealed that the European Union's foreign affairs and security policy official, Josep Borrell, prepared a 10-point road map that paves the way for a comprehensive solution to the Palestinian-Israeli conflict. The ten points were as follows:
1- International efforts help find a basis for peace and an alternative to Hamas.
2- Holding separate meetings with the parties to the conflict.
3- The basic elements of comprehensive peace are previous United Nations resolutions and mediation efforts.
4- Providing strong security guarantees for Israel and the independent Palestinian state.
5- Work on the plan will continue even if one side decides to withdraw.
6- Submitting the plan to the two parties to negotiate its final text once it is ready.
7- The plan includes the establishment of an independent Palestinian state and full normalization between Arabs and Israel.
8- Hold a peace conference as soon as possible to reach a comprehensive solution to the conflict.
9- Forming working groups and designing an initial framework for the peace plan within a year.
10- Full and mutual diplomatic recognition and integration between Israel and the Palestinians.
