Mr. Abboud Naji Hussein Al-Halmi, Director General of Dar Saad Directorate - in the capital, Aden, submitted a report to public opinion, saying, “Some may be surprised by the title of the topic, but what prompted me to do so is blocking all doors to reach someone who will convince or deter the Lahj authorities, represented by its governor, Ahmed Al-Turki, that Standing against providing humanitarian services to people is considered one of the crimes for which he will be held accountable before God first and before the people second.”
He explained, “The subject is, in short, there is a city called the City of Peace, which is about two kilometers away from the center of Dar Saad District, while it is tens of kilometers away from the Tuban District in Lahj Governorate. Note that this city does not have a single classroom and is deprived of the most basic services. The local authority in Dar Saad received the service sites in 2018 from the investor Al-Mohammadi and worked on fencing some of them.
When we took over the directorate more than a year ago and were aware of the magnitude of the tragedy that the city’s residents were suffering from, we included this project (establishing the Al-Salam School) within the directorate’s investment program, and we conducted a tender and awarded it to one of the contractors.”
He added, “And when work began when pouring the foundations, we were surprised by the force of Lahj security forces. (Qasim Al-Habhi) notified the contractor to stop work according to the instructions of the governor of Lahj Governorate/Ahmed Al-Turki, considering that the city belongs to Lahj. What a foolish mind, and even if we assume that, will the matter come to an end? Stopping a service project that provides a service to our children who have been deprived of education over the past years. Please consider that whoever built it (an organization or a philanthropist), the important thing is that the work has been suspended for more than half a month.
He confirmed that the local authority knocked on all doors and the city’s residents demonstrated, demanding someone to stop with them, but there was no life for those who called, noting that the cost of the project, the first phase, is (1,410,000) one hundred and forty-one million riyals, at the expense of the local authority, Dar Saad District.
