The US Embassy in Yemen published a list of 32 countries that it said were affected by Houthi attacks in the Red Sea and Gulf of Aden.

At the Arab level, the embassy published the names of countries, including “Yemen, Saudi Arabia, Egypt, and Qatar.”
The embassy continued, “This list included the countries that were affected by the Houthi attacks, whether economically, or the countries that own these ships, which fly their flag and are staffed by civilian sailors.”
