Dr. Ahmed Awad bin Mubarak pointed out the pivotal role of the Ministry of Civil Service, which is linked to the essence of the government’s work in administrative reform. He stressed that the title of the announced phase is enhancing transparency, accountability, combating corruption, and implementing reforms, an essential aspect of which is linked to administrative reform and restoring the reputation of the public service. The Prime Minister stressed that the path of developing the state’s work cannot be separated from an effective Ministry of Civil Service, a system and laws that keep pace with them and are fully adhered to, and the importance of relying on automation and modern management systems.
The Prime Minister also spoke about the existing challenges in the structure of wages and salaries, and their incompatibility with the current reality, in addition to the difficulties of referral to retirement, and the treatments that must be taken with regard to dual employment and those who are out of work, and the opportunities available for reforms... stressing that the will for change continues. There is a serious intention, with the support of the Presidential Leadership Council, to stop the absurdity taking place at the administrative level, and the importance of everyone feeling responsible in these exceptional circumstances, in addition to providing officials at the highest levels as an example of commitment to functional discipline and not applying penalties and laws to the lower levels only.
